Næmingaráð: Demokratiskur leikvøllur ella symbolsk skipan? Student Councils: Democratic Arena or Symbolic Structure

Abstract
Democratic participation of children and young people has gained increasing importance in Nordic and Faroese educational policy. In 2025, the Faroese government enacted a regulation on student councils in public schools, which is a step further guaranteeing all students the right to representation and participation. However, Nordic research indicates that although student councils are intended to foster democratic citizenship, students’ actual influence remains limited. This article builds on a Nordic comparative study, including data from the Faroe Islands, and situates the Faroese case within a wider Nordic framework. The analysis draws on Lundy’s model of meaningful participation—space, voice, audience, and influence—and on Biesta’s notion of citizenship as being rather than becoming. The article examines the Faroese legislative and educational context, identifies key participation challenges, and discusses whether student councils can serve as arenas for genuine democratic learning or risk becoming symbolic mechanisms fulfilling policy rhetoric without real impact.

Demokratisk luttøka hjá børnum og ungum hevur seinastu árini fingið vaksandi fokus í føroyska og norðurlendska skúlapolitiska kjakinum. Í 2025 varð kunngerð sett í gildi um næmingaráð í føroyska fólkaskúlanum, sum er enn eitt fet á leiðini at tryggja øllum næmingum rætt til luttøku og umboðan. Samstundis vísa granskingarúrslit úr norðurlendskum høpi, at hóast næmingaráðini eru ætlað at fremja demokratiska luttøku, er ávirkanin hjá næmingunum í verki ofta lítil. Henda grein byggir á norðurlendska kanning, sum Føroyar hava tikið lut í, og samanber føroysk viðurskifti við onnur Norðurlond. Ástøðiliga tekur greinin støði í Lundy-myndlinum um innihaldsríka luttøku (rúmd, rødd, áhoyrari og ávirkan) og í hugsanum hjá Gert Biesta um borgaraskap sum eitt ítøkiligt námsfrøðiligt arbeiði i skúlanum heldur enn sum fyrireiking til framtíðina. Greinin lýsir føroyska lógargrundarlagið, metingar av støðuni hjá næmingaráðum í Føroyum og varpar ljós á spurningin, um næmingaráð kunnu gerast verulig lærirúm fyri fólkaræðisligari luttøku ella eru í vanda fyri at verða symbolsk skipan uttan veruligan týdning.
